Big Brother is watching, like a scene from George Orwell's book, 1984. Only these things are becoming more and more the norm! So here is the news:

We have had planes with these capabilities for a long time. We just finally also have it in helo form which is cheaper to run.

In clarification, 'the government listening to people's phone calls' is sort of a media play on words. The reality is they have the technology to pick up key words in 'chatter'. A program logs these words and IF the words continue to come from a certain area, on internet as well as phones, THEN they focus in that area and begin ground work investigation.

If the American public really knew how many attempts of attacks have been thwarted, they would be not only a mazed, but possibly scared. Rarely is this information given to the public because Homeland Security has to protect it's means and sources.

When President Bush came to visit the Naval base I worked on, it was this technology through the Coast Guard that stopped a Russian ship not far off the coast that was trying to make an illegal shipment of a Russian version of our MK47's. No one knew if it was related to the President's visit, but it is not unusual for these type of things to happen on a daily basis somewhere in the country.

The report suggests that although it is a key government responsibility to help secure private-sector networks, regulation should be the last resort, the sources said. The report touts the concept of public-private partnerships to protect nongovernmental systems. It discusses the need to provide incentives for greater data sharing and risk management, and to use the procurement process to drive greater security, they said.

The report recommends that members be appointed to the Privacy and Civil Liberties Oversight Board, an independent executive branch agency created by Congress in 2007 to ensure that privacy concerns are considered in the implementation of counterterrorism policies and laws. The report suggests that the board's mandate expressly include cybersecurity, the sources said.
